Two independent dice rolls happen the instant you tap — one
decides the dealer (East, for this hand), the other decides
the wall that breaks. The sweep of light you see is that

Why this app exists
Determining the dealer and finding the exact wall-break tile is one of the
most commonly miscounted parts of setting up a mahjong hand — easy to get
wrong by hand, and different enough between Chinese and American rules that
memorizing one doesn't help with the other. Mahjong Dealer runs the real
